They changed it to Black?
In 1961, the father's race would have been listed on the birth certificate as Negro, not "Black". That term didn't come into general usage until the late 60's.
It's not clear to me who changed what.

I suspect he photoshopped it himself, given that I have never seen it before. I seriously doubt it came from Hawaii or anyone close to Obama.
