The state of Hawaii already clarified this months ago. It allows parents to classify their race however they want. Many Africans, especially those of the nationalist variety, like Obama Sr., don't like to be associated with American blacks. It thus makes perfect sense that he would choose to put down "African" rather than "black" on the form.

Self-identified race and ethnicity did not exist in 1961 - only within the last decade. It would have been coded as Negro on the original birth certificate, no matter what he wrote.
