Oh Horse Hockey... Millions in Chinese use Tor’s proxy servers provided by American Volunteers to avoid observation by their Government when they look up things like Tianemen Square.. No doubt millions of Iranians are not crazy nut jobs like the Government of Iran.

Paranoia.. Hardly

Prudent..

Problem with Jihadis?... Kill them when you find them.

Don’t use them as an excuse to monitor all the people on the Web.
