LOL! No, not quite. The Turboencabulator is only needed if the groundpoise cannot sync-up correctly with the magnatic declination of that particular location.
The Turboencabulator takes the ouput from the goniometer amplifies it so that:
Ap = 10 log10(Ps/Pd)
and then attenuates it so that the R-390 can correctly interpret the analog-digital-analog loopback circuitry.
It’s a pain in the ass when you’re being fired at.

My EE department built the first Wullenweber in the Americas, out of a dismantled installation from Germany.
I never visited the array (long since torn down), but I did see a goniometer in our machine shop. As I recall, it was a cube about 2 feet on an edge, with a big knob and compass rose on the top, and a jillion coax connectors around the sides.
The EE department got to maintain the array and to use it for various purposes; but when the Navy came in to use it, they kicked all the EE guys out. Not enough clearance, I guess.
A friend and I were trying to figure out which site you have in the picture. You can look at the present status of all the flr-9’s at this location.

I want to say I was still using R-390s at least till the mid-80s. Heck, you can probably find them in use today in some gov't backwater.
And I think we even had to adjust that goniometer for the AN/TRD-4 when setting up the antenna array. Long time now though :-)
