Let him convert one, load it with standard milspec ball ammunition.... and he an pull the trigger... will I watch and roll tape from a safe distance.
What he is probably trying to say is that the AR-15 upper receiver, which is not serial numbered or regulated, can be attached to the air soft lower receiver.

I googled 'Leo Gonnuscio' and found
this. Kind Mountain Gun Works? Never heard of it.
If what this guy is describing is just taking the lower receiver, or stripped lower, as FOX shows in the article, and substitutes all the other parts (something the AR-pattern allows), then this may be doable, but the phrasing is disingenuous.
But if so, I can see why the ATF would be having kittens, since that's also the serialized part that their own regs considers the "firearm".

A piece of galvanized pipe with a cap drilled to receive a nail and a rubberband driving the nail will get at least one 12 gauge slug down range. Cost.....about $10 depending on how fancy you want to make it.

All the remaining parts of the real thing can be purchased by anyone any kid, criminal or terrorist.
The cost of buying the Taiwan-made airsoft gun and all the parts needed to convert it to an AR-15 comes to roughly $1,100 -- more than the cost of some real AR-15s. But someone who cant clear a background check or has been refused a gun for any other reason could use this method to make his own lethal weapon, Gonnuscio said.
That could be a legitimate beef.

There are several toy guns which can have one or another .22lr receiver and barrel dropped into them with only a little dremel work. There are youtube examples of toy bullpups, etc. being ‘adapted’ to shoot .22lr. Upping the caliber is not all that difficult ...

Clearly bad information based on gross ignorance on the stress points, tolerances and operation of the internal parts of the AR-15 lower receiver. I can’t wait to see the YouTube tests.
