Well - yes - God is in control.
Somewhere in the Bible this “mystery of iniquity” is addressed - in which the writer says something about what if those who do evil in this world are planned just as much as the vessels who do God’s good.
I know for instance that God called Nebuchadnezzar “my servant”. He said the same thing about Cyrus who was a pagan ruler (of the Medes and Persians?) who allowed the Jews of his day to return from captivity to rebuild ancient Jerusalem after the exact 70 years of captivity that God’s people experienced due to their own sin and rebellion against God’s good plans for them.
As wierd as this sounds, I beileve such “evil” leaders as FDR, and Obama, and even bloody tyrants such as Mugabe, and Mao, and Stalin (all of whom I have loathed) - are indeed God’s servants!
They are carrying out God’s plan - using their free will decisions - but these are decisions that the omniscient God have known about from the creation of the universe!
It is the sovereignty of God on display.
So all I can do, is stand back in awe as God brings the great drama to it’s great and final concluding chapters of human history of the world as we have known it - and as the next stage of the drama unfolds - which involves Jesus’ return and the coming of the new Jerusalem on this earth and Jesus’ reign here with his beloveds - and then a new heaven and a new EARTH will break into reality!
What else can we do when we begin to see all this - but just cry “Glory to God in the Highest!”
In that view, we can truly thank God even for the people who are agents of satan - because back of that - these people are God’s servants!!!! All of them!!!!

Tools, kind of like useful idiots. Yes. We are paying the wages of sin — people forget this is a world of thorns and sweat and the agnoies of child birth: “Thou shalt surely DIE.”
The best news is that it’s temporary. But if people think their foolish decisions don’t have hideous consequences, the history of this blessed nation proves them wrong.
I try to be very cautious how I speak of such things.
Our finite perspective is limited.
God is good all the time. All the time, God is true.
