Yes and no. Sort of by definition, by the time a person is in a position to be elected to high office, he's no longer really poor.
OTOH, we've elected a good many guys to the nation's highest office who grew up in what would today be considered absolute poverty. Off the top of my head: Jackson and Lincoln. Reagan's and Clinton's childhoods would probably be considered poor by most today.

Hillary is a nasty, vicious old feminist hag. She has an arrogance, an ego, and a sense of entitlement second to none. She has a voice that can melt plastic. The media loved her, but chose the black guy. That’s the only favor Obama did us. Quit pining for her, people. She would have stuck it to us good.
