I did look at it. I agree with the prior poster who said that "does not forbid" is not the same as "authorizes." As commonly happens, the courts have given Congress a blank check, rather than asserting the constitutional limits against congressional expansiveness.
There is the practical point, also made by a prior poster that no one has ever been prosecuted for failing to answer the "excess" questions. If that is so, the easy way to deal with inappropriate questions is simply not to answer them.
