If you see photos of North Africa and the Middle East from the 19th century, you will see most of the Muslim women covering their heads and dressed modestly. Ditto artistic depictions from prior centuries.

Islamic societies have always had dress codes for female modesty that involved the females covering their heads and bodies in public. What differed were the types of dress and extent of the codes, which varied from region to region.
