Maybe the flag ranks are reserved for the male generals.

Traditionally, all successful generals were male and skilled at leadership. I'm not sending a sexist message, but I'm stating the historical truth.

That whole “historically, all successful generals were male...” thing just perplexes me. When you only allow a specific type of person to become something, of course all the ‘successful’ ones would be of that specific type.
