The remaking of Haiti would take 100 years at least. The problem with Haiti is that it never had a decent colonial past that introduced a true rule of law society. The French never did a good job with their colonies. The British on the other hand have had undeniable success in leaving rule of law societies behind in their former colonies.
In order to establish a society like the ones in the former British colonies, the U.S. or NATO would have to take possession of Haiti and require the society to be ‘reordered’ to a sustainable and law abiding society. This, of course, would cause the U.S. to be looked upon as a tormentor of Haiti, and would be roundly denounced for this.
