But it’s okay to kill rats and cows with impunity.
There should be no law against operating on your own animals. Crud, the guy was even trying to help.
Humans have dominion over all animals. That means each of us is in charge.

What’s your take? Should this guy be arrested?

If cyst removal were legalized, there would be no back alley cyst removal operations.

"Too much government in our lives!" Agreed. If you're going to charge other people money, and hold yourself out as "veterinarian" or animal doctor, it's reasonable for you to be licensed and regulated so that consumers have some standard by which to evaluate the level of your services.
If, on the other hand, I'd hate to be arrested for expressing my own dog's anal glads without a license. The task is unpleasant enough by itself without ending up in cuffs.

How does RI deal with farmers who:
Castrate their cattle or sheep?
Do dental work on horses (float their teeth)
Use suringes to inject medication into their cattle, sheep, horses and dogs.

Finoccio should be arrested for sticking his nose into what doesnt concern him.
2 felony warrants. Gross Criminal Ugliness, and Felonious Lack of Intelligence should do it.

[ A Rhode Island man who says he couldn't afford medical care for his dog has been charged with illegally operating on the pet.
BUT he can legally ABORT his own baby..

E.J. Finocchio, a veterinarian and president of the Rhode Island Society for the Prevention of Cruelty to Animals, calls the surgery a "heinous crime." Meanwhile this is applauded as a right of women:

When there is no longer a respect for God, beasts and nature and planets are elevated to that status formerly occupied.
It’s the way of humans.

Well now, that’s a two-way street since a Vet killed my dog by not ligating a suture properly after spaying her and she bled to death from internal hemorrhage. Then the Vet insinuated my dog had ingested something that caused the bleed out! I was so mad, I had an autopsy performed and sure enough, it was the Vet’s negligence.
As an O.R. nurse, I have sewn superficial wounds on a dog but I had the equipment to work with so I didn’t hurt the dog.

Our pit bull/boxer mix has them all over her legs and bottom. She's elderly and they are benign, so I won't have her operated on and subject her to any pain. She's beautiful to us the way she is and the light of my life every morning and night. She is my and my ex-hubby’s constant companion and dearest little face in the world. I guess I could be prosecuted for negligent pet care.

Funny you mention that. There is animal cruelty, instead of vandalism. Animal farm. Property is property.
However, today, people are raising pets instead of raising children. Very sad. I await the death to Vick crowd.

But its okay to kill rats A few years back a man was arrested for killing a rat in NYC, I think, with a ballbat. It was labeled inhumane treatment. It was posted on FR.
