There was actually a law against picking up antlers in the woods....*gasp*..... and keeping them?
(This country is in big, big trouble. It's no where near being a free country anymore.)

if Edmunds wasn’t a scumbag politician, he would have pushed to repeal the law instead of carving out an exception for his prefered collecting item (antlers).
