Obama's Budget Assumptions for Unemployment Insurance

A graphic from the New York Times shows how government money is spent and what changes Obama has proposed for 2011. The biggest cut I see is an almost 50% drop in spending on unemployment insurance (UI) programs from $158 billion in 2010 to $83 billion for 2011. According to an article in Business News the Obama budget assumes unemployment will drop from 10% in 2010 to 9.2% in 2011. How will UI benefits be halved when UI drops by only about 10%? Maybe the budget assumes that the duration of unemployment benefits will be cut (which I support), but I doubt will Congress really do that if unemployment is at 9.2%.
