You see thread you think is interesting, and you put a reply on it, addressed to people you know, the reply consisting of the word “ping”?
That’s it exactly, you “ping” someone to a thread you think he/she might find interesting. It may be that you don’t really have anything in particular to say about it, but you thought it was worth bringing to a friend’s attention.
