There are people who “foster” animals with medical needs rather than pay hospital care at a vets office or leave it in a cage at the shelter. If it’s pads were ripped off, it needs meds and bandages changed.

Foster family? Its a cat for crying out loud. Simmer down. "Foster family" is a term that many local SPCAs use for volunteers who assist in the rehabilitation and adoption process by keeping pets in their homes. It's not a case of resources being taken away from kids, or anything.
