New Orleans has always been below sea level. So what’s the point?

Hey there are some guys in Dubi with giant Island building dredges that might be willing to sell them cheap about now. Just fill in New Orleans to the level of the levies with good old fashioned Mississippi mud. In fact just tack on a couple of extra feet for that once in a century storm and them build New New Orleans on top of the mound.

Either that or just tear down the city and put in a swamp. Heck the mosquitoes are blood sucking parasites so you won't notice much of a change from the current population.
