It's a chin mounted high frequency high resolution [and therefore short range] sonar system for navigation in littoral regions, obstacle avoidance and mine detection.
Thank God they moved those planes. The sail area is crowded enough without those hydaulic rams.

They oughtta put windows in those things, minus the screens of course...
It is to do with the ship prefix.

Wiki doesn’t state what PCU means. It only states that “commissioned” US Navy ships are prefaced with USS before their name. Since this vessel is not commissioned, I assume the PCU stands for Pre Commissioned Unit. But, it’s only my assumption.
My bad i was mixing up words CPU for PCU,but i believe you are right with the Pre Commissioned .
