I just listened to the call. I'm surprised at the rude comments about the caller on this thread.

Seeing your neighbor unconscious on the ground at 2:30 in the morning, would be enough to make anyone a little less coherent.

I think the man was fine. The phone kept cutting out and the 911 operator had trouble hearing him. At least he called in the emergency and stayed on the line for the operator.
