From Microsoft, an explanation why it is needed:
When an application uses MSXML to process XHTML, redundant retrieval requests for well-known DTD files from the W3C Web server cause XHTML parsing to fail on a Windows-based computer
So if you don’t mind this potential problem, then don’t install it.
I am sure it is, haven’t read anything out there to say otherwise. Now I am sure you will still be able to read xml documents if you don’t install it.

Actually, a LOT of MS patches can’t be uninstalled without uninstalling subordinate patches or screwing up a COM descriptor or corrupting a DLL.
I installed the patch you mentioned on my machines, and they’re running fine. It sounds like a patch to help prevent DOS attacks on sites with valid DTDs.

There's a learning curve, but Ubuntu is pretty awesome. If I could get my windoze games to run under Linux, I'd dump M$ windoze for good.
