Why do the nations rage,
And the people plot a vain thing?
The kings of the earth set themselves,
And the rulers take counsel together,
Against the LORD and against His Anointed, saying,
Let us break Their bonds in pieces
And cast away Their cords from us.
He who sits in the heavens shall laugh;
The Lord shall hold them in derision.
Then He shall speak to them in His wrath,
And distress them in His deep displeasure:

God will have the last laugh.

Also...
Lord, you are God, which have made heaven, and earth, and the sea, and all that in them is:
Who by the mouth of your servant David have said, “Why did the heathen rage, and the people imagine vain things?
The kings of the earth stood up, and the rulers were gathered together against the Lord, and against his Christ.
For of a truth against your holy child Jesus, whom you have anointed, both Herod, and Pontius Pilate, with the Gentiles, and the people of Israel, were gathered together,
For to do whatever your hand and your counsel determined before to be done.
And now, Lord, behold their threatenings: and grant to your servants, that with all boldness they may speak your word,
By stretching forth your hand to heal; and that signs and wonders may be done by the name of your holy child Jesus.
Acts 4:24-31
Many are the plans in the mind of man, but God’s way will be established Proverbs 19:21
The wicked plot against the righteous and gnash their teeth at them; but the Lord laughs at the wicked, for he knows their day is coming. The wicked draw the sword and bend the bow to bring down the poor and needy, to slay those whose ways are upright. But their swords will pierce their own hearts, and their bows will be broken.
