This would be accurate only if a random sample of people from each country presented themselves.
But it would be more accurate to say, that Norwegians who think they are good-looking are more likely to be correct than Britons who think they are good-looking. Or, Britons are optimistic, while Norwegians have a more realistic attitude.

See? I’m not the only one who’s confused.
The subject is ugly people. As in the British are the most ugly people.
Then you add in parenthesis that Norwegians are #1. As in the #1 (remember the subject) of ugly peoples.
I’m no grammer police- beleive me. And English Composition is not my strong suit, but...
I’m just sayin’.
