I dunno, there have been cases of people crashing their cars into crowds, shootings, the Oklahoma U bomber, and many many arrests of people caught in the act or caught planning.

The DC homeless gay muslim snipers were after 9/11.

Most of the “crash your car into a crowd” cases looked like terrorism, based on who did it and comments they made.
