This is an altered exhibit. Look at the pre-printed protion of field 17b ... that’s right, it is partially erased/blacked out, then the ‘spreckle’ pattern applied over it.

I’m not saying the document is authentic. What I am saying is that the facts in the document appear valid and consistent with the other two African BCs because it lists Kenya as the birthplace.

I’m still not convinced that the African BCs are authentic, either, but the data that they have, including the attending doctor and registrar represent real people performing duties consistent with their actual job titles, and other information regarding the name of the hospital and location of birth are also plausible.

It is hard to know at which point the 'spreckle' pattern was applied. Was it on the original or is it a result of the copying process?

White-out tape with a straight edge could have been used to cover the original typing in 17b and the edge could have covered the bottom of the field label, or there could have been a defect in the printing layout of the original and the bottom of all field 17b field names could have been hidden. They didn’t have laser printing back then.

I do note that the boxes for “parent” and “MD” appear clear of ‘spreckles’ and may have been whited out to cover over an x. The HI registry clerk might have incorrectly x’d these boxes from force of habit as the first signature would nearly always be “parent” and the next signature would be “MD”.
