What is the new criteria to qualify for Obozo handouts? Is it income, skin color, being a registered Rat or what?

Looking at the homes, cars & benefits these people have makes one wonder!

They are receiving the benefits of living totally free with no obligation to pay anything at all to have a lifestyle being paid for by hard working people. Soon they will be outnumbering those who are footing the bill for them.

I constantly see people using these as their primary mode of transportation. I wonder how long they last when abused the way I see them being abused(going over railroad tracks, up steep hills, over curbs).

I guess it dosen't matter to the owner when they can go get another "free" one anytime.
