It is my understanding that a Treaty (no matter where from) can only come into law once ALL 50 States have ratified it.
Is this true or not?
If it as as I believe, then bambi is zero again

Nope: the Senate is responsible for ratifying treaties. The states have no Constitutional say.
A brief skim shows this treaty to be "Kyoto++" -- it would be the holy grail for the environment whackos.

It’s not. Ratification is by the US Senate. However, while treaties can supercede structural provisions of the constitution, they cannot superced constitutionally guaranteed personal rights. (It is a complex issue with lots of grey areas.)
