Nope: the Senate is responsible for ratifying treaties. The states have no Constitutional say.
A brief skim shows this treaty to be "Kyoto++" -- it would be the holy grail for the environment whackos.

With the Senate and the House being dominated by the Dems - could they agree to this treaty for O’s sake?
That is what I am concerned about!
