From what I’ve read, that photo of her in shorts was taken in Arizona, where she was going to the Grand Canyon. A liberal friend of mine defended her dress; but that claim fell when I pointed out the servicemen.
There is a certain type of decorum demanded of the first lady; but this entire first family does not get it.

Yes, it was billed as an Obama visit to a "real" Townhall meeting in Montana. They made a week of it,
Grand Canyon, Yellowstone etc.
