Per the article with that photo:

In May 1986, Lydig Construction Company, a 22-year-old firm from Spokane, was awarded the contract to construct the $12.9 million, 13,700-seat addition to Husky Stadium.

See, there's your problem right there. You let a company from Wazzu country do your stadium addition, and this is what happens. :)
