What he was saying about Africa I think was exactly correct. He was saying that the problems in Africa are not all about colionalism or coming from outside influence ... the problems come from factionalism and infighting just like any place else (the examples he gave was Bosnia and inner city places like Los Angeles).

I think he was making a point about human nature in general in that instance.

I don't think its his voice either. The inflections are correct but the voice is different. Might be the recording but I'm withholding judgement until a voice print.
