a) Can DDos's be traced? Easily?

b) Are they a violation of law, US domestic law?

c) If the person who launched it is in the domestic United States, and launched it while in the USA, can they be investigated by agencies and indicted, and prosecuted?

d) If so, what would be the penalties?

Just wanted to clarify a few points, maybe someone knows.

One statute I found says 5 years per count + $250,000 penalty. I hope he nails them.
