Now I'm going out on a limb here... granted what she did was disgusting and repulsive, and a minor health hazard... but illegal??? Criminal??? There are lots of acts that are disgusting and repulsive, and even health hazards. Should they all be made illegal as well??

Just what we need: The Poop Statues, and the Poison Ivy Statutes, and the Sneezing into Clean Laundry Statutes, and the Leaving Boogers Laying Around Statutes.... Anyway, IMO it ought to be a civil matter, not a criminal one.
That said, she also got hauled in for burglary and assault, so clearly the poopy handles were only part of the overall conflict...
