For cats who have a hankering to roam, cooping them up with make for a shorter and more neurotic life. I am assuming the cat is "car smart." My cat lived on three busy streets, and never made a mistake throughout his life. He would have been VERY unhappy if he had to spend all his time indoors.

Not necessarily. I have watched out the window and seen our cat Bat come to a stop at curbside, look both ways, then cross the street. She is really quite an intelligent cat.
