Here are some factors to note before you take this too seriously:
Telltale sign number one is that this Google Chrome OS has nothing to do with Google's real OS, the Android. Why doesn't it?
The second telltale sign is the supposed release date. This thing is supposed to roll out in the second half of 2010? Since when does Google preannounce things like this so far in advance?
Google's Gmail, for example, was rolled out five years ago with zero fanfare and no pre-publicity. It remained in so-called "beta" test form until this last week. Many initiatives just appear overnight and the community either gets jazzed about them or not. It's the Google style.
A number of things could be at play here:
Messing with Microsoft -- First and foremost, this is designed to mess with Microsoft's mind. Microsoft is making a move at Google's core business, which is search. This cannot go unpunished. As far as Google is concerned, this is not a business where Microsoft should be. Google's making it clear that it can impinge on Microsoft's territory, too.

It’s real and centered as a cloud for the netbooks initially. It’ll grow from there.
It’s a far sighted approach and very strategic. Pretty smart approach to gain entry into the market.
Windoze is really bad so they were asking for it. Their last OS is such a dog.
I think this guy is a tad on the paranoid side. Who knows how well it will come to fruition, but the release made sense.
Google messing with Microsoft’s mind? Not really possible considering the number of MS employees now at Google. The amount of information going back and forth would preclude either company holding secrets.
Three questions come to mind quickly... Can it run Windows apps? Does it offer any performance advantage vs. Windows? What differentiates it from Ubuntu LINUX?
Android, Chrome OS differ over voice communications

"People right away started wondering a bit frantically what's the Chrome OS mean for Android, but it's going to be OK," said Ramon Llamas, an analyst at research firm IDC, in an interview.
Google has made clear it won't boot aside Android by creating the Chrome OS, noting in its blog that there will be a place for both.
Android, which runs on the G1 phone from T-Mobile USA, "was designed from the beginning to work across a variety of devices from phones to set-top boxes to netbooks," Google said. Meanwhile, the Chrome OS is "being created for people who spend most of their time on the web and is being designed to power computers ranging from small netbooks to full-size desktop systems."
Google said there are areas where the two overlap, but added, "we believe choice will drive innovation for the benefit of everyone, including Google."

Like many other long time computer users, I have zero interest in hardware or operating systems that barely function (if they function at all) when not connected to a network.
Yes,...if it is a browser....no if it is using Windows API's like Office and Word...for example....

They want you connected to their network....
Android is a Linux-based kernel with a Java userland/interface. Chrome OS is also a Linux-based kernel but will have a different userland/interface. They will both be Linux at the core though and they will share some code (e.g. Webkit).
This isn't that different from how how Windows Mobile isn't technically the same OS as Windows Vista or Windows 7. They are optimized for different market segments (mobile vs. desktop).
The release date is likely becuase now Google has to work with hardware vendors to make this work. They are planning to have systems with this pre-installed and they likely want them available for purchase when they do the release. They are not expecting users to download and install on existing systems (at least not yet).
