Pretty soon the state will say all rain water is theirs and anyone capturing it in barrels will have to pay a fee ....

Washington State has already laid claim to the rainwater that falls on private property.
They are being magnanimous for the time being, but state statute says: "State law defines water resources as “all water above, upon, or beneath the surface of the earth, located within the state.” RCW 43.27A.020. (first paragraph, second sentence)

Don’t I know it ... how can a government say they own the water that falls from the sky???? Only if you capture it do they say they control it .....
