However I must confess to some confusion. If a code is required to support another law and without there is no enforcement mechanism, then should our apologies begin?

Ronald Reagan - Well not so much but that Iran/Contra thing had him on TV giving a pretty darn good Mea Culpa.
Bill Clinton - He did have sex with woman and I don't blame him. As the most powerful man in the world a dalliance here or there is to be expected. But, never, ever, lie in court in contradiction to the facts.
That is perjury and for the rest of us it violate one of the basic tenets around our judicial system and truth under a sworn oath.
