He wants like minded rulers and he can't have people that are elected legitimately by the established laws of the country. Laws are to confining if you want to control people. One need the flexibility of making their own rules on their timetable.

People have implied that Obama has reversed himself from the Iran controversy, upholding democratic elections in the case of Honduras and ignoring them in favor of a violence-backed regime in the second. But really, he’s only being consistent. He’s backing a would-be dictator now just like he backed the dictatorial regime a few weeks ago.
