Yes. In India 15 year olds take such physics courses, at least in some parts of India. (I work with a bunch of programmers from India.)

kids should be studying physics at 13 to 15, yes. Calculus should be taught at that age too and kids MUST learn one of the following languages: Latin, Greek or Sanskrit — each of these are mathematically organized and are shown to improve one’s ability to comprehend maths
