There were two Japanese males, dressed in business suits, on a train otherwise full of Italian laborers going to day jobs over the border in Switzerland. One report said the two men who were arrested were missing. You’re right that there has been a media blackout of the incident.

The nationality of the pair has nothing to do with the origin of the bonds. They could be acting as couriers for others. I have heard subsequent reports that at least some of the bonds were counterfeit, so that could implicate either Iran or N. Korea, since both of these nations are notorious counterfeiters. A hugh proportion of N. Korea's foreign exchange comes from drugs, illicit arms, and counterfeit currency. Ditto Iran, though not to the same extent.
