Well, now the liberal papers can be taken over by the gov’t and it will be a legal takeover. Won’t be much change in the propaganda, just the funding.

Partial disagreement. It is not Liberal papers that are losing readership, it is liberal papers that pretend that they are objective (or centrist).
I do not think that ideologically left papers that are open about their bias are having many problems. I.e. I do not think the Daily Worker is in any danger of going out of buisiness.
