There a lot of naturally formed large rock formations that look like human or animal heads all over the world. I have seen them on river banks and ocean shores. I do see the turtle head on this one. Cant your head to the left & look upside down at it for the happy face :)

Looks to me like the guy married his twin sister, and somebody carved a stone bust of one or both of them....
