Re: finger scans... You have told us that in addition to the photos, you want finger scans for us to be able to use our tax payer supported pools. Please cite to me immediately the city or state regulation which entitles the city of Overland Park to require this invasion of our privacy to allow us to use this facility. If you cannot do so by this coming Wednesday, I must insist on a full refund of the fees I have paid you

They have already required proof of residency which is okay with me since we live in a large metro area and photos and they questioned whether our granddaughter really lives with us. Now they are saying that they need to fingerprint us before we can use the swimming pools. This is nuts!!! Any other freepers out there have similar issues?

I agree. But also, there are some patrons that would be kept away that you might like to be kept away.

I grew up in the south in the 50s. The pools were closed ostensibly because of polio but it was actually because of integration. Our family was pretty offended by that decision. The rules in OP already allow anyone with $5-6 bucks to walk in the pool and be there as long as they follow the rules. So this finger scan thing is not going to keep anybody out. This fee is cheaper than the zoo, the local museums, etc. My tax dollars (over $4m in OPKS) just went to renovate the pool closest to us.

In effect it sounds that it is easier for an illegal alien to receive free medical care at the ER than for you to swim at the local pool.

Nope. I live in OPK but my development has a pool. I’ve never had occasion to use the public ones.

You must live near 95th and Antioch. That's a heck of a pool the put in to replace the old one.

I know. We can bicycle to it. And we will but just pay the fee when we go. I figured out that the number of times we go, it’s cheaper to pay that way rather than $100 for the summer.

Here’s the email I got today from Tony at OPK:

“The park and recreation software we use has the ability to use a finger scan to identify a person and thereby determine if they have a valid membership for a facility. The finger scan obviously does not have a cost to the City. The system also has the ability to produce a identification card that can be scanned to identify a person and thereby determine if they have a valid membership to a facility. The printing of the card does have a cost to the City. This year we are stressing the use of the finger scan for two reasons. First we have had many requests for this option. Many people do not want to carry a card or in the case of children they are concerned that the child will lose the card and they will be required to pay for a replacement card. The second reason is the cost of printing the cards. The card printers, blank cards and the ribbons to print the cards cost the City thousands of dollars each year. In these hard economic times we are doing whatever we can to limit expenditures.

I also want to explain the finger scan process. The scan does not retain a complete fingerprint. It identifies several points on the finger and only retains those to use in identifying a person. Once this information is captured we cannot see the points nor can anyone in the City get into the software and bring up this information. It is encrypted and only the creator of the software could get into the system and find this information. Since all the data is retained in a server owned by the City the software creator does not have access to this information.

There is not restriction by the City or State on use of finger scans. If you do not want to use this process you may contact the Leisure Services office at 895-6390 and if they have your pictures on file they can print identification cards for your use.

As I was ready to send this message our office notified me that you decided you want a refund. We will process that for you.
