This was probably the beginning of the discussion on withholding taxes. Think about it. You paid your taxes the year after you earned the income. If you want to institute withholding, how are you going to get people to pay last year's taxes and this years taxes in the same year?

Does anyone remember how they did this? (test time)

Did they exempt a portion of the prior year's income? That is what I got from this site:

I thought this was interesting, too.

Government made excellent use of propaganda during the early years of World War II to promote its new tax policies. Disney came out with a film called The New Spirit, in which Donald Duck was told it is "your privilege, not just your duty, but your privilege to help your government by paying your tax and paying it promptly.'" Over 32 million people saw the film in early 1942, and according to a Gallop Poll, 37 percent said it had affected their willingness to pay taxes.
