President Obama, who has been criticized for his plans to sign a pork-laden $410 billion omnibus spending package moving through Congress this week, will release new rules for earmarks prior to signing the bill, the White House said Monday.
"The president is going to draw some very clear lines about what's going to happen going forward," White House press secretary Robert Gibbs said. "The rules of the road going forward for those many appropriations bills that will go through Congress and come to his desk will be done differently."

Obama thinks he has more power than he does. His only option is to veto the bill if he doesn’t like it. Sometimes I think he thinks he has line item veto...often he talks about going through the budget or bill, line by line. I don’t think he “gets it.”
Does he think Pelosi and Reid will meekly accept Barry’s orders and obey?
Closing the barn door after the Dems have spent more money on earmarks in our history. It will take years to dream up new projects to replace all of those that have been funded.
Obama doesn’t make the rules for what happens in Congress.
Absolutely - the New Rules are going to be that only Democrats may add earmarks to any bill - and in fact, they can add all the earmarks they want. Republicans need not apply.......
So earmarks will be done away with. Unless, of course they’re really, really important!!!

Obama will write new rules about earmarks then say that the 410b bill which is loaded with them was prior to the nbew legislation so it is ok.
And the sheeple will go Ohhhhhbaaaaaama goood......

Rule #1 - If a DemocRat proposes pork it’s not really pork, it’s enhancement for his constituents.
Rule #2 - If a Republican proposes pork, it’s ineligible to be included in the bill UNLESS the Republican agrees to co-sponsor the bill so that it can be called a bi-partisan effort.
Rule #3 - If a Lobbyist suggests pork, it’s not really pork if that Lobbyist has donated money to the DemocRats. If he’s donated some to Republicans, the ratio has to be 75% to DemocRats and 25% to Republicans or else the pork is ineligible to be included in the bill. See Rule #2.
Rule #4 - No one living or dead is allowed to contradict the current sitting President about pork unless he wishes to have his/her genderhood attacked by the MSM and 30 lawyers parachute into his/her home town to unearth any and all potential scandals against said person.

The fact that the president bragged to a televised joint session of Congress that there were no earmarks in his $787 billion stimulus package, only to remain silent as House Democrats passed a bill with nearly 9,000 earmarks the very next day, answers Times question in the affirmative.
For example, theres $1.8 million to manage swine manure in Iowa, $190,000 for a Buffalo Bill Historical Center in Wyoming, $2.2 million to study grape genetics in New York, $175,000 for façade improvements on a dilapidated theater in Pennsylvania, $162,000 for cricket control in Utah, and a total of $41.5 million for the presidential libraries of three former Democratic presidents: FDR, JFK and Lyndon Johnson. Taxpayers will be billed for all of it.
No wonder less than two months into the new administration, thousands of angry Americans have already participated in Tea Party protests all around the country. Obama said last week that he gets it on executive pay caps. Its time he gets it on earmarks, too, and veto this ridiculously wasteful omnibus pork bill.
