If it's on the web, you just need to post the address with the proper html code around it. It will look something like this:

<img src="http://puttheaddresshereinsidethequotes">

For instance:

<img src="http://www.freerepublic.com/images/Pajama_Patrol.jpg">

Gives you:

If it's not already on the web somewhere, you first have to upload it. You can use sites like photobucket.com to do that.
