Why in the hell would you have voted for him over George Allen ?Well, for one thing, he was Reagan's Secretary of the Navy and a solid Marine in Vietnam while George Allen was just another draft-dodging fortunate son (of former Washington Redskin's head coach). I mostly go for deeds over actions when voting for pols.
