My hubby says something similar but I believe that Collins has suffered a stroke and it left her speech thus affected.

I have a friend who suffered a stroke in her 30s and it was a very strong one that we thought she'd not recover her former life.

She has very much recovered but her speech sounds much as Collins only a bit more slurred.

In social occasions (my friend who does NOT imbibe)my friend has been thought by those who do not know her to be drunk and they have actually made fun of her - to her face!

That explains alot about her, but leaves a couple of important questions for Maine’s voters in my view.

That is unexceptable behavior. Not knowing her well enough to know she is drunk or not is enough to show some respect of person.
