Could someone explain this to me? How can a president sign a bunch of Executive Orders without congressional approval?

The control of the EPA and most of the government agencies are under the executive branch with oversight by Congress (in theory anyway). Unless Congress changes the way that those agencies work, the president has broad leeway in their operations and policies.
