I just read through the sample legislation at the link, and, although it is a dumb, expensive idea, I don’t see that it would outlaw hand loading. It would require that you load the new, “encoded” bullets, though.

Most hand loaders buy range brass that is once fired.

Unless they ban reloading the law would be worthless. Crooks would just buy reloads.

A. they won’t allow encoded bullets to be sold to reloaders...

B. They want to know exactly who has ammo and where. If a reloader does some work for someone else, the “encoded” bullets are going to be tagged to the reloader.

All a tangled mess, which is exactly what the Liberals always want.
