Most hand loaders buy range brass that is once fired.
Unless they ban reloading the law would be worthless. Crooks would just buy reloads.

Aye, but the proposed legislation calls for the marking to be on the base of the projectile, not on the brass.
It still would annoy the hell out of law abiding people and make shooting more expensive, but it doesn’t look like it would stop hand loading.
